The opening ceremony of the first phase of the 110-unit green apartment building constructed in the Bayankhoshuu sub-center under Ulaanbaatar City’s Green Housing Project was held. The event was attended by the Prime Minister of Mongolia, G. Zandanshatar, the Governor of the Capital City and Mayor of Ulaanbaatar, Kh. Nyambaatar, along with other relevant officials.
The Governor of the Capital City and Mayor of Ulaanbaatar, Kh. Nyambaatar, stated:
“In recent years, Ulaanbaatar City has been actively implementing new housing models and smart solutions aimed at improving the quality of life of citizens, reducing air, soil, and environmental pollution, and promoting green development policies.
Within the framework of the ‘20-Minute City’ policy—which aims to transform Ulaanbaatar from a single-centered city into a multi-centered city, reduce congestion, and mitigate air, soil, and water pollution—the ‘Ulaanbaatar Green Affordable Housing Project’ is being successfully implemented in the Bayankhoshuu and Sharkhad sub-centers with financing from the Asian Development Bank and the Green Climate Fund.
The Ulaanbaatar Green Housing Project is not merely a construction initiative; it represents the city’s commitment to sustainable urban development and is an important step toward developing the sub-centers of Ulaanbaatar in the future. It also demonstrates how Ulaanbaatar is putting into practice a model of a green and smartly planned city. The project features energy-efficient solutions, reduced heat loss, pedestrian and bicycle paths, playgrounds, and green spaces, and is distinguished by having received the internationally recognized EDGE green building certification—endorsed in over 150 countries and introduced by the World Bank and the International Finance Corporation.
Under this project, an eco-district comprising a total of 5,000 green housing units will be built, and today we are commissioning and opening the first phase of 110 units. On behalf of the Capital City, I would like to express my deep gratitude to the international financing institutions, partners, engineering and technical teams, and investors who contributed to the implementation of this project.”

Prime Minister of Mongolia G. Zandanshatar stated:
“I would like to express my gratitude to the city authorities and project leaders for organizing this development efficiently within a short period of time. The solution to Ulaanbaatar’s air pollution and overcrowding lies in expanding housing access. This project is special in that it sets a new standard for eco-friendly, environmentally friendly, and energy-efficient housing. The area around the Bayankhoshuu sub-center is one of the most polluted parts of Ulaanbaatar.
Therefore, in order to implement the phased housing development of the capital, the Government of Mongolia—through the Ministry of Construction and Urban Development and Housing—is preparing to submit to the Parliament, in the near future, the Housing Development Law, the establishment of a Housing Development Bank, and the National Housing Development Plan. This project will become a model going forward.
A medium-term solution to reduce air pollution is transitioning to gas usage and electric heating. In the short term, we should focus on improving fuel quality by introducing semi-coke fuel and establishing domestic production. The pollution resulting from 30 years of planning errors in Ulaanbaatar cannot be solved in a single day or with a single method. All of this can be addressed through bold and decisive reforms.
The commissioning of the 110-unit apartment complex in the Bayankhoshuu sub-center today marks a significant step forward. I extend my sincere gratitude to everyone involved in this project.”
