Social Safeguard

The project falls under the Asian Development Bank’s gender objective category of “Mainstreaming gender considerations and promoting gender equality throughout all project stages.” According to the Project’s Design and Monitoring Framework (DMF), there are six social and gender-related targets among the 22 outcomes expected to be achieved by the completion of the project.

Generate 3,000 person-months of employment during the operation and maintenance of the eco-district, of which at least 30% will be women.

Ensure that women account for at least 30% of the 15,000 person-months of employment created during project construction.

Maintain the availability of at least 1,000 green housing loans through participating banks under Component 2, with women comprising no less than 25% of principal or co-borrowers.

Ensure that at least 40% of businesses located in the eco-districts are managed or co-managed by women.

Provide women with at least 30% of the 60,000 person-months of employment opportunities generated during the construction of Component 2.

Ensure that at least 40% of businesses in the eco-districts participate in capacity-building and livelihood support programs, of which 40% of participants will be women and 15% will be from vulnerable groups.

Mongolia has committed to implementing the social and safeguard requirements set out in Loan Agreement No. 3695 with the Asian Development Bank (ADB). These commitments include:

Allocating sufficient budget and human resources to implement the Social and Gender Action Plan (SGAP);

Integrating dedicated budget lines for social activities into bidding documents and work contracts;

Embedding specific social and gender requirements in contractor agreements. Contractors are obligated to comply with national labor laws and regulations,

Strictly prohibit child labor, ensure non-discriminatory and safe workplaces, uphold workers’ rights to unionize,

Provide training for employees and local communities on the prevention of sexually transmitted diseases, and submit regular reports to ADB on social and gender implementation.

In line with these obligations, the project’s social and gender team is responsible for delivering 17 actions and 28 targets under the ADB SGAP, as well as 19 actions and 23 targets under the Ulaanbaatar Affordable Housing and Resilient Urban Renewal Project (UANS) SGAP. The team also oversees the review, approval, and implementation of social and gender plans prepared by the project’s implementing entities to ensure full compliance and accountability.

The following activities are implemented annually under the framework of the project’s Social and Gender Action Plan (SGAP):

Training and mobilizing community-based monitoring groups to ensure resident participation in construction and development activities, and carrying out regular monitoring with the involvement of local residents.

Facilitating employment opportunities for local residents during the project’s construction phase and providing short-term skills training where necessary.

Conducting gender-sensitive and inclusive awareness campaigns to promote women’s rights to own and co-own housing and property, and ensuring women have access to information regarding their legal rights to own, possess, and use property.

Delivering training and support programs to strengthen small and medium-sized enterprises (SMEs) and micro-businesses operating in and around the project areas.

Supporting household livelihoods by promoting greenhouse farming and empowering families to sustain income through this activity.
